Evaluation of the Young Offenders Pilot Program

On 1 October 2002 Minister Anthony announced the release of the Evaluation of the Young Offenders Pilot Program.

Young offenders represent one of the most disadvantaged groups of young people in our community, with many experiencing multiple disadvantage through limited schooling, low literacy, substance abuse problems, low self esteem, homelessness, family breakdown, unemployment and poverty.

The purpose of the program was to trial and evaluate a model of coordinated intensive support of young offenders and to contribute to national policy. Seven pilot projects began in 1999, in conjunction with governments in Victoria and Queensland. The pilot was extended to Western Australia and the Northern Territory in 2000 with a further four pilot projects.

The evaluation was conducted and prepared for the former Department of Education, Training and Youth Affairs by ARTD Management & Research Consultants.
