A national framework for protecting Australia's children
The Australian Government is taking the lead with State and Territory Governments to develop and implement a national framework for protecting Australia's children.The framework is being developed to address the increasing rate of notification and substantiation of physical, sexual and emotional abuse and neglect of Australia's children.
We have consulted widely to ensure that the framework is practical, action-focused and takes an holistic approach to child safety and wellbeing. The framework is expected to be finalised in early 2009.

- Discussion paper - May 2008
As a starting point for a national conversation about this important initiative, the Minister released a discussion paper for public comment. While the period for comment is now over, the issues raised will be considered as part of the work being done with States, Territories and the community sector to develop the framework over the coming months.
- Information sharing report - October 2008
The Allen Consulting Group was engaged to look at how to expand the role of the Commonwealth in providing information to State and Territory child protection agencies. The study found that information sharing between Commonwealth and child protection agencies can, and does, occur but could be improved.

Q. Why is the Australian Government concerned about child protection?- Child protection systems are dealing with more cases of child abuse and neglect than ever before. Of particular concern are:
- Over 58,000 children either being or likely to be harmed, abused or neglected per year
- the prevalence of abuse and neglect five times higher among Indigenous children than other children
- 65 per cent of children in the child protection system under the age of 10
- the largest proportion of children admitted to care and protection orders aged between one and four

Q. What is a child protection framework?
The framework will clarify the Australian Government's role and will be a practical working document outlining concrete actions to be undertaken by governments and other groups. Some are already being implemented; others would require a change in approach or new commitment.
Q. How will the framework help children?
Actions outlined in the framework will focus on stronger prevention strategies to tackle social disadvantage and promote social inclusion and wellbeing. Better collaboration within and between governments will also be a priority. A chief aim of the framework will be 'Closing the Gap' between Indigenous children and other children.
Q. What was the purpose of the discussion paper?
The discussion paper sought to canvass options from experts in the field and the broader community on how Australian children might be better protected. The paper has provided a basis for consulting with State and Territory Governments, peak organisations and non-government organisations working with children, families, out-of-home care systems and foster carers about what might be included in a national framework. This will inform a framework which sets out actions to be undertaken by the Australian Government and others.
Q. Who helped to develop the discussion paper?
The Australian Government put the discussion paper together through consultation with our State and Territory colleagues, and other experts in child protection and related sectors.
Q. When will the framework be finalised?
It is intended that the framework will be ready in early 2009. Action agreed in the framework will then be progressed by governments and the community sector.
